A bill sponsored by a state representative that covers parts of Monroe and Lenawee counties was part of a package of laws signed Thursday by Gov. Gretchen Whitmer.
Whitmer has signed bills to enshrine key health care protections guaranteed by the federal Affordable Care Act into state law, including Rep. Reggie Miller’s bill banning insurers from cap annual or lifetime insurance benefits.
Before the federal ACA was implemented, insurance providers had every right to put annual and lifetime caps on health care coverage,” said Miller, D-Van Buren Township , in an emailed statement. “These providers had the freedom to decide on coverage. because things like cancer or Crohn’s disease were too expensive and people could have an annual cap placed on their coverage. This is yet another mistake that we have corrected, and I am proud to see this package signed into law.
Miller represents Macon Township in Lenawee County as well as the northeastern part of Monroe County, including Dundee and Milan, and part of southern Wayne County.
Whitmer called it one of her top priorities in a speech laying out her legislative agenda before lawmakers returned to Lansing after their recess. “This fall, let’s codify the ACA’s common-sense savings measures, including protections for pre-existing conditions, so you can’t be charged more for having cancer, diabetes or pregnancy,” a- she then declared, sparking applause.
Lawmakers heeded Whitmer’s call and sent the bill to her desk before the end of the year.
The package of bills passed with bipartisan support and would essentially add key elements of former President Barack Obama’s health care law to state law. A bill prohibits insurers from denying insurance to individuals based on their gender; gender identity or expression; or sexual orientation. This would expand the current ban on insurers charging different rates for the same coverage.
Others prohibit insurers from denying coverage to someone with a preexisting condition, allow young adults to continue on their parents’ health insurance until age 26, and require coverage for certain services such as hospitalization.
The legislative package approved by Whitmer also requires insurers to provide a summary of their coverage, prohibits insurers from canceling coverage and specifies the level of coverage an insurer should offer in Michigan.

Whitmer’s office described the legislation as a way to ensure that Michigan residents can continue to rely on federal health care protections in the event that Congress or the U.S. Supreme Court repeals or guts certain parts of the ACA.
Most of the package is expected to take effect after the Legislature adjourns for the year.
“Today, I am proud to sign bipartisan bills enshrining the ACA’s cost-saving provisions into Michigan state law and protecting the health care of millions of Michiganders.” , Whitmer said in a statement.
